Binance Holdings hires two senior compliance executives amid scrutiny

Binance just went shopping at a competitor’s talent pool. The world’s largest crypto exchange hired Antonio Alvarez and Duncan DeVille, both from Crypto.com, to fill two critical compliance roles as the company continues operating under the watchful eye of US regulators.

Alvarez, who previously led compliance at Crypto.com, will serve as deputy to Binance’s Global Chief Compliance Officer Noah Perlman. DeVille takes on the role of global head of financial crime compliance. The appointments were announced on August 25, 2026.

Perlman, who joined Binance in 2023 after a stint at Gemini, framed the additions as part of a broader effort to build out a serious compliance apparatus.

Earlier in 2026, Binance reportedly experienced staff turnover within its compliance teams. Losing compliance personnel while operating under a deferred prosecution agreement is roughly the equivalent of your designated driver leaving the party early.

To understand why these hires carry weight, you have to rewind to 2023. Binance pleaded guilty to violations related to sanctions and anti-money laundering laws, a moment that fundamentally reshaped the company’s relationship with regulators. The resolution included a deferred prosecution agreement that requires Binance to demonstrate ongoing, meaningful compliance improvements.

The deferred prosecution agreement framework is worth understanding. It’s a tool US prosecutors use when they believe a company committed serious violations but decide that dismantling it entirely would cause more harm than good. Instead, the company agrees to specific reforms, ongoing monitoring, and the understanding that prosecutors can revive the original charges if the company backslides.

Perlman’s own hiring back in 2023 was part of the initial wave of changes designed to address these issues. His background at Gemini, a US-regulated exchange known for its conservative approach to compliance, was meant to bring credibility to Binance’s reform narrative. Bringing in Alvarez as his deputy and DeVille to handle financial crime compliance represents the next chapter of that same story.
