The Canadian government is betting big on quantum computing, and the chips are photonic. Ottawa announced a C$195 million loan (roughly $140.78 million USD) to Xanadu Quantum Technologies for a new photonics manufacturing and R&D facility, marking the largest government investment in quantum technology in Canadian history.
The facility will be built inside a former Campbell’s Soup factory in Etobicoke, Ontario.
From soup to qubits
The 158,000-square-foot facility, dubbed the “Inception” hub, is the centerpiece of what Xanadu calls Project OPTIMISM. The federal loan comes through Canada’s Strategic Response Fund, but the total funding package could reach C$390 million when provincial contributions are included.
Xanadu expects the project to create approximately 275 jobs. The first phase of the facility is targeted for completion by mid-2027, with the full build-out planned over five years.
This isn’t Xanadu’s first trip to the federal funding window, either. The Toronto-based company previously received a C$40 million grant through the Strategic Innovation Fund and has had support from the Canadian Quantum Champions Program. The new loan dwarfs those earlier commitments by a wide margin.
Founded in 2016 by CEO Christian Weedbrook, Xanadu trades on the Toronto Stock Exchange under the ticker XNDU.TO. The company’s focus on photonic quantum computing sets it apart from competitors pursuing superconducting or trapped-ion approaches. Photonic systems use particles of light rather than supercooled circuits, which means they can theoretically operate at room temperature, a significant practical advantage.
Why photonics, and why now
Most quantum computers today require cooling systems that bring temperatures close to absolute zero. Xanadu’s photonic approach sidesteps much of that complexity by encoding information in photons, which behave quantum mechanically without needing exotic refrigeration.
The Inception hub is designed to manufacture the critical photonic chips and components that make this approach viable at scale. Xanadu’s roadmap includes establishing its first quantum data center by 2029-2030, a timeline that would position the company among the first to offer commercially accessible photonic quantum computing infrastructure.
Canada’s urgency here is partly competitive. The US has poured billions into quantum research through legislation like the National Quantum Initiative Act, and China has made quantum communications and computing a strategic national priority.
The bigger picture for Canadian quantum ambitions
The C$390 million total funding envelope, combining federal and provincial contributions, represents a serious commitment. For context, that’s nearly ten times the size of Xanadu’s previous federal grant.
The choice to repurpose an existing industrial building from 1931 rather than construct from scratch also carries practical benefits. It’s faster, potentially cheaper, and keeps the facility within the Greater Toronto Area’s talent pool.
