Chainalysis sues US government over procurement contract awarded to TRM Labs

Chainalysis has taken the US government to court, alleging that the Department of Homeland Security and Immigration and Customs Enforcement played favorites when they handed a blockchain analytics contract to competitor TRM Labs without the usual competitive bidding process.

The lawsuit, filed in the US Court of Federal Claims, claims DHS and ICE circumvented standard federal procurement protocols by awarding a sole-source contract to TRM Labs for blockchain forensic software and services.

What the lawsuit actually claims

Chainalysis Government Solutions initiated the legal proceedings on August 17, arguing that the agencies sidestepped the competitive bidding process that federal procurement rules are supposed to guarantee. The contested contract involves blockchain analytics and forensic tools, the kind of software that helps law enforcement trace crypto transactions tied to criminal investigations.

The specific value and scope of the disputed contract haven’t been publicly disclosed. ICE oversees numerous digital asset-related investigations, making it one of the more valuable clients in the blockchain analytics world.

TRM Labs has reportedly received multiple sole-source awards from ICE for blockchain-related analytics support, with some individual awards valued in the hundreds of thousands of dollars. Chainalysis, on the other hand, has historically held contracts worth tens of millions across federal agencies.

A turf war in blockchain forensics

Chainalysis and TRM Labs are the two heavyweights in blockchain analytics, a sector that has become essential infrastructure for law enforcement, regulators, and compliance teams worldwide. Both companies build tools that can trace the flow of funds across blockchains, identify wallets linked to illicit activity, and provide the forensic evidence that underpins criminal prosecutions.

Chainalysis has built deep relationships across federal agencies and has been a go-to vendor for organizations like the IRS, FBI, DEA, and ICE. TRM Labs has been gaining ground, and ICE posted notices of intent for similar blockchain analytics tools from both companies as far back as June 2025, signaling that the agency was evaluating its options.

If Chainalysis wins, it could force federal agencies to apply more rigorous competitive standards when awarding blockchain-related contracts. A ruling against the government could also trigger reviews of existing sole-source awards to TRM Labs and potentially other vendors.
