The Financial Services Regulatory Authority (FSRA) of Abu Dhabi Global Market (ADGM) has granted Coinbase authorization to launch an international tokenization platform in the United Arab Emirates capital.

This Financial Services Permission enables COIN to facilitate investment transactions and maintain custody services for blockchain-based securities. The authorization forms the cornerstone of what Coinbase characterizes as its global tokenization center.

Securities tokenized and registered within ADGM will maintain complete backing by actual equity shares under FSRA oversight. Authenticated token owners gain complete shareholder privileges, encompassing dividend distributions and voting authority.

A major advantage centers on ease of access. Participants can engage without establishing brokerage accounts or correspondent banking connections, requiring only a cryptocurrency wallet.

All transactions undergo continuous sanctions verification, and Coinbase noted its capability to freeze or confiscate assets at the wallet level when necessary. The platform emphasized this demonstrates that decentralized finance and regulatory oversight can coexist harmoniously.

Brett Tejpaul, Co-CEO of Coinbase Institutional, noted that no leading financial hub has previously established regulations recognizing tokenized stocks simultaneously as securities, blockchain-native instruments, and DeFi-compatible assets. ADGM has accomplished this.

Coinbase Previously Established UAE Operations

This represents an expansion rather than Coinbase’s initial UAE venture. In 2023, the firm’s asset management division introduced Project Diamond, enabling institutional participants to create and exchange digital debt products utilizing Base, Coinbase’s Ethereum-powered blockchain platform.

Last month, Mubadala Capital, managing assets for Abu Dhabi’s sovereign wealth fund, tokenized a private-market investment approach using technology incorporating Base, with Coinbase acquiring direct participation in the fund.

ADGM established its digital asset regulatory structure in 2018, positioning it among the pioneering major financial hubs to implement such frameworks. This early initiative has subsequently drawn numerous cryptocurrency and tokenization enterprises to the area.

Arvind Ramamurthy, Chief Market Development Officer at ADGM, characterized Coinbase’s expansion as significant validation of Abu Dhabi’s influence in transforming international finance.

Dual UAE Operations Support Global Expansion

The Abu Dhabi tokenization platform will operate in parallel with Coinbase’s derivatives business in Dubai. This configuration provides the organization with two separate and regulated UAE operations, both positioned beyond American borders.

Coinbase characterized the UAE footprint as encompassing two of its most significant international initiatives, one concentrating on tokenized securities and blockchain capital markets, the other on derivatives products.

The tokenization platform’s debut arrives as the wider industry accelerates migration of conventional assets onto blockchain infrastructure. Financial institutions and banks have been transferring funds, bonds, private credit, and stocks to blockchain networks, attracted by accelerated settlement processes and opportunities to utilize assets as collateral in decentralized finance platforms.

Coinbase stated the FSRA authorization provides the regulatory infrastructure necessary to expand capital market access to broader audiences internationally.
