D-Wave secures $100M deal with Commerce Department under CHIPS Act

D-Wave Quantum just landed one of the more consequential checks a quantum computing company has ever received from Uncle Sam. The company signed a Letter of Intent with the US Department of Commerce for up to $100 million in funding under the CHIPS and Science Act, placing it among a select group of quantum firms tapped to receive federal backing.

The deal is part of a roughly $2 billion allocation spread across nine quantum computing companies, a signal that Washington views quantum technology with the same strategic urgency it once reserved for semiconductors.

What the money buys

The $100 million is earmarked primarily for accelerating R&D at D-Wave’s new facility in Boca Raton, Florida, along with existing operations in New Haven, Connecticut, and Burnaby, British Columbia.

The strategic targets are ambitious: a 100,000-qubit annealing system and a 10,000-qubit gate-model system. To put that in perspective, D-Wave’s current generation annealing processors run at around 5,000 qubits. The company is essentially trying to scale its hardware by a factor of 20.

The definitive agreement was finalized on September 8, 2026, and access to the funding is contingent on D-Wave hitting specific R&D milestones, including the delivery of prototypes.

The equity twist

One of the more notable aspects of this deal is the structure. Rather than a traditional grant, the US government will receive a minority, non-controlling equity stake in D-Wave.

For D-Wave shareholders, the equity stake introduces dilution risk. More shares outstanding means each existing share represents a slightly smaller piece of the company.

Market reaction and financial context

D-Wave’s shares soared nearly 50% following the initial announcement of the Letter of Intent on May 21, 2026. The stock trades on the NYSE under the ticker QBTS. Mixed Q1 financial results and concerns about the dilutive impact of the government’s equity stake tempered some of the initial excitement.

Why the government is writing these checks

The approximately $2 billion allocated across nine quantum firms reflects a bipartisan recognition that quantum computing is a national security priority. China has invested heavily in quantum research, and the fear in Washington is that falling behind in quantum capabilities could have implications for everything from cryptography to military logistics.

The CHIPS and Science Act, originally passed in 2022, was designed primarily to boost domestic semiconductor manufacturing, but the law’s scope extends to adjacent technologies including quantum computing.

Unlike companies pursuing purely gate-model quantum computing, such as IBM and Google, D-Wave has built its business around quantum annealing, a fundamentally different approach that excels at optimization problems. The CHIPS Act funding supports both a 100,000-qubit annealing system and a 10,000-qubit gate-model system. Applications for these systems span optimization problems in supply chain management, artificial intelligence training, quantum chemistry simulations, and materials discovery. D-Wave already has commercial customers running optimization workloads on its current-generation hardware.
