Elon Musk awarded Order of Freedom by Ukraine’s Zelenskyy

Ukrainian President Volodymyr Zelenskyy has awarded Elon Musk the Order of Freedom, one of the country’s most prestigious state honors reserved for foreign nationals. Presidential Decree No. 835/2026, signed on August 26, 2026, cited Musk’s “significant contributions to protecting human life and freedom” and his role in strengthening US-Ukraine relations.

The recognition lands on a relationship that has been anything but simple. Musk’s SpaceX provided Starlink satellite internet to Ukraine starting in February 2022, a move that fundamentally altered the country’s ability to communicate during Russia’s full-scale invasion. But the billionaire’s involvement with Ukraine has also been marked by public disagreements over the service’s scope and Musk’s occasional freelance peace proposals that Kyiv found less than helpful.

The Starlink factor

When Russian missiles began destroying Ukraine’s conventional communications infrastructure in early 2022, Starlink terminals became a lifeline. The satellite internet service arrived after a direct appeal from Mykhailo Fedorov, Ukraine’s then-Digital Transformation Minister, who tweeted at Musk asking for help. Musk responded within hours, and terminals started flowing into the country.

Ukrainian military units used Starlink for battlefield coordination, drone operations, and intelligence sharing. Civilians relied on it to contact family members, access emergency services, and maintain some connection to normalcy while their country’s infrastructure crumbled around them.

SpaceX at various points restricted Starlink’s functionality near frontlines and in certain operational zones, decisions that Ukrainian commanders said hampered military operations. Ukrainian officials are currently pushing for permissions to extend Starlink’s usage into Russian territory, specifically to enable more precise strikes on military targets. Musk has reportedly approached those requests with caution, citing concerns about escalation.

What the Order of Freedom actually means

Established in 2008, the Order of Freedom is specifically designated for non-Ukrainian citizens who have made outstanding contributions to the country’s sovereignty, territorial integrity, or the strengthening of international authority.

Musk joins a notable group of recent recipients. Earlier in August 2026, Zelenskyy awarded the same honor to heads of state from Norway, Finland, Lithuania, Sweden, and Estonia. The decree specifically identifies Musk as an “entrepreneur and engineer,” pointing to his leadership of both SpaceX and Tesla.

A complicated honoree

Musk also floated a peace plan on social media in 2022 that included provisions many Ukrainians viewed as capitulation, drawing a sharp rebuke from Zelenskyy himself at the time.

As Ukraine continues to press for expanded Starlink permissions to strike targets inside Russia, giving Musk a major state honor could be read as a way to build goodwill ahead of those negotiations.
