Yemen’s Iran-backed Houthi movement launched a coordinated attack on Saudi Aramco facilities in Jazan and Yanbu on July 25, combining ballistic missiles and drones in what amounts to the first direct Houthi assault on Saudi energy infrastructure in four years. The Jazan refinery, which processes 400,000 barrels per day, has been taken offline, with repairs not expected to wrap up until mid-August.
What happened in Jazan and Yanbu
Houthi military spokesman Brigadier General Yahya Saree claimed the operation as a direct response to Saudi airstrikes that had targeted Houthi positions in Yemen’s Hodeidah region the previous day. The retaliatory framing is notable: the Houthis have historically aimed at military targets rather than economic ones, making this strike on a critical refinery a significant escalation in their operational posture.
The damage at Jazan was substantial. The refinery’s Integrated Gasification Combined Cycle complex and tank farm both sustained hits, with roughly 10% of stored fuel reportedly affected. Satellite imagery from NASA corroborated the damage reports, confirming the severity of the strikes against the facility.
Two missiles aimed at the Yanbu export terminal were intercepted by Saudi air defenses before they could reach their targets. No substantial disruption was reported at the Yanbu site. Saudi civil defense alerts were activated across affected areas.
Energy market implications
Taking 400,000 barrels per day of refining capacity offline, even temporarily, is not a trivial event. The projected repair timeline of mid-August means the refinery could be down for approximately three weeks, long enough to affect regional supply chains for gasoline, diesel, and other refined products, particularly for customers in East Africa and South Asia who depend on Saudi refined exports.
The strike also raises questions about the effectiveness of Saudi air defenses. The successful interception at Yanbu is a positive data point, but the hits at Jazan suggest the defense umbrella has gaps, particularly against coordinated multi-vector attacks combining ballistic missiles and drones.
