The International Atomic Energy Agency has officially confirmed what intelligence services long suspected: Bashar al-Assad’s regime built a covert nuclear reactor, manufactured fuel for it, and hid the entire program from international inspectors for years. A confidential IAEA report circulated to member states puts a definitive stamp on one of the longest-running nuclear mysteries of the 21st century.
The report, distributed around September 1, 2026, details the construction of a nuclear reactor at the Al-Kibar site in Syria’s Deir ez-Zor region, along with the operation of a related fuel fabrication plant and the storage of nuclear material. None of it was ever disclosed under Syria’s obligations as a signatory to the Nuclear Non-Proliferation Treaty.
What the inspectors found
IAEA verification teams conducted on-the-ground inspections in August 2026, after Syria’s post-Assad government granted full access to previously restricted sites.
Approximately 73 tonnes of natural uranium metal were verified at a newly declared location. Of that total, roughly 55 tonnes were found in clad fuel rods, meaning the material had been processed and shaped specifically for use in a reactor.
Damascus officially disclosed this storage site to the IAEA on July 17, 2026. The material is now subject to full IAEA safeguards.
The report also noted that cooling infrastructure discovered at the Al-Kibar site matches features consistent with a nuclear reactor. That finding corroborates the assessment that the site was not, as Assad’s government once claimed, an empty military building with no nuclear purpose.
A 19-year puzzle, finally solved
The roots of this investigation stretch back to September 2007, when Israeli jets destroyed the Al-Kibar facility in a dramatic overnight airstrike. Intelligence assessments leaked in the following months suggested the target was a plutonium-producing reactor modeled on North Korean designs.
Syria denied everything. Assad’s government insisted the bombed structure was a conventional military installation and refused to grant IAEA inspectors meaningful access to the site or related locations. The IAEA formally launched its investigation in 2008, but progress stalled almost immediately.
Assad’s ouster in late 2024 changed the equation entirely. The new Syrian government, led by President Ahmed al-Sharaa, took a markedly different approach to international engagement and opened its doors to inspectors.
IAEA Director General Rafael Mariano Grossi visited Damascus in mid-August 2026 to personally oversee the verification process. Excavation and monitoring activities at the Deir ez-Zor site are ongoing. Grossi has publicly praised the cooperation from Syria’s new authorities, calling it a crucial step toward addressing the country’s safeguarding deficiencies.
Why this matters beyond Syria
The confirmation validates, retroactively, one of the most controversial military strikes of the early 21st century. Israel’s 2007 attack was conducted without prior UN authorization or public justification. The IAEA findings now make it considerably harder to argue that the target was anything other than what Israel claimed it was.
The case also serves as a reminder of how long a determined state can hide nuclear activities from international inspectors. Assad’s government successfully blocked the IAEA for nearly two decades, even while technically remaining a party to the NPT.
The 73 tonnes of uranium now under safeguards represent a tangible security outcome. That material, sitting in clad fuel rods at an undeclared site, was essentially invisible to the international community until Damascus chose to reveal it.
Ongoing excavation work at Deir ez-Zor suggests the IAEA hasn’t finished extracting information from the site. The reactor itself was destroyed in the 2007 strike, but physical evidence, soil samples, and structural remnants can still yield data about the program’s scope and origins.
