Blue Energy files for nuclear reactor at Texas power plant to fuel Crusoe’s AI data center

Blue Energy Global has submitted the first portion of its construction permit application to the US Nuclear Regulatory Commission for a hybrid gas-to-nuclear facility at the Port of Victoria, Texas, designed to feed electricity to a Crusoe data center campus built specifically for AI workloads.

The total projected capacity sits at up to 2.5 GW.

The gas bridge strategy

Blue Energy’s approach is built around a concept it calls a “gas bridge.” Rather than waiting years for nuclear reactors to come online before generating any revenue, the company plans to start producing power from two GE Vernova 7HA.02 gas turbines first. Those turbines would deliver approximately 1 GW of capacity, with an initial delivery timeline of around 36 months.

The remaining 1.5 GW would come from up to five GE Vernova Hitachi Nuclear Energy BWRX-300 small modular reactors. These SMRs are targeted for operational readiness by around 2032, though the gas-powered phase could begin supplying Crusoe’s AI campus as early as 2028. A final investment decision on the project is targeted for 2027.

Why AI needs this much power

Crusoe, the data center operator at the receiving end of Blue Energy’s project, has carved out a niche by focusing on energy-intensive computing. The company originally gained attention for using flared natural gas at oil wells to power mobile data centers, turning waste energy into computing capacity. In late 2025, Blue Energy and Crusoe struck a strategic partnership to develop the gas-to-nuclear energy facility at a 1,600-acre AI data center campus in Victoria, Texas. The site was chosen due to its favorable access to critical infrastructure for transmission, fiber optics, and natural gas supply.

Money and momentum

Blue Energy has raised over $400 million since its founding in 2023. That capital base includes a strategic investment from Constellation Technology Ventures, the venture arm of Constellation Energy, the largest nuclear operator in the US.

The partnerships with GE Vernova entities for both the gas turbine and nuclear reactor components are equally critical. GE Vernova brings established supply chains and engineering expertise for the gas phase, while GE Vernova Hitachi Nuclear Energy provides the reactor technology.

Blue Energy’s hybrid model adds a new wrinkle to the trend of tech companies securing dedicated power supplies for data centers. The gas bridge approach hedges against nuclear’s chronic construction delays by ensuring revenue flows long before the first reactor reaches criticality. The Vogtle expansion in Georgia, the only new nuclear plant completed in the US in decades, came in years late and billions over budget. SMR developers have promised a different outcome, but none have yet delivered a commercially operating unit in the US.
