Trump ties Saudi nuclear deal to Israel normalization, reshaping Middle East power dynamics that ripple into risk markets

President Donald Trump announced on July 23 that a freshly signed civil nuclear cooperation agreement between the US and Saudi Arabia comes with a significant string attached: Saudi Arabia must normalize relations with Israel through the Abraham Accords. The condition wasn’t in the deal itself. Trump added it after the fact, via Truth Social.

The agreement, signed by US Energy Secretary Chris Wright and Saudi Energy Minister Abdulaziz bin Salman, covers civilian nuclear technology and explicitly prohibits uranium enrichment for military purposes.

What the deal actually says, and what Trump wants it to mean

The original text of the agreement between Washington and Riyadh makes no mention of Israel, normalization, or the Abraham Accords. It’s a bilateral energy arrangement focused on non-military nuclear technology transfer.

Trump’s public condition, layered on top after signing, effectively transforms an energy deal into a geopolitical ultimatum. Saudi Arabia gets access to civilian nuclear cooperation, but only if it establishes formal diplomatic ties with Israel.

Israel has not responded with enthusiasm. Israeli officials have voiced concerns that the deal could shift US leverage in the region, potentially weakening Israel’s strategic position rather than strengthening it.

The geopolitical chess board gets more complicated

For Riyadh, the question becomes whether normalization with Israel is a price worth paying for US nuclear cooperation. The alternative is turning to other partners, notably China or Russia, who would likely offer nuclear technology with fewer geopolitical conditions attached.

Trump’s move also creates a dynamic with Congress, which must approve any nuclear cooperation agreement under Section 123 of the Atomic Energy Act. Linking the deal to Israel normalization could help secure congressional support from pro-Israel lawmakers who might otherwise oppose nuclear technology transfers to the Gulf.
